Steam payment issue

Is anyone on here who use Steam have an issue with using your instant transfer bank using Paypal. Like when I go to make a purchase through Paypal all I see is my back up card which is a pre-paid Visa card I no longer have the option to use instant Transfer. I used to do this payment method all the time. I know there is no issues with Paypal or anything my bank account is verified and everything. I can use my bank on other sites that have Paypal. So if any of you has had this issue and fixed it please let me know thanks.
